Referees Standard Instructions To Assistant Referees (ARs)

1.  Officials work together as a team

2.  ARs duties are to assist Referee by:

  1. Indicating out-of-bounds & re-start possession
  2. Indicating off-side infractions
  3. Indicating fouls or misconduct that Referee:
    • Could not see due to position (far side/screened)
    • Did not see due to attention focused elsewhere
  4. Record game information as instructed by Referee
    • One writes, then others (1 watches at all times)
  5. Both ARs back up Referee on time
Out-of-Bounds | Restarts | Position | Duties

1.  As needed.  Point flag directly: at near side of goal-area / at near corner / to direction of throw at 45 / "straight up" | if unsure - direct eye contact with Referee - Ref decides

2.  Keep flag to field side - always in Ref's sight

  • Kick-Off:  Start in line with 18 yd line - move to 2nd LD
  • Throw-In:  If near, show location / move to 2nd LD / foot faults
  • Corner-Kick:  At corner flag / ball placement / encroachment / watch for out of play / judge goal
  • Goal-Kick:  At 6 yd - ball placement / move to 2nd LD
  • Free-Kick (Midfield):  Ball placement / move to 2nd LD
  • Free-Kick (Near Goal):  2nd LD (if Ref to off-side, goal judge)
  • Shots:  Move with the ball to goal-line
  • Ball Out/In:  Flag up - until Ref stops play - then restart.
  • Penalty Kick:  ON goal-line, 18yds from post / judge goal
  • Goal Kick:  Sprint 15 yds towards half-way line
  • Problem:  Freeze - wait for Ref to consult with you
  • Substitution:  Squared flag overhead / reflect if necessary
  • Flag Down:  Upon eye contact & award signal by Ref
  • Time Check:  Near end of each period - silent signal
Off-side Infractions

1.  Flag straight-up hold until whistles or waves off.

2.  At whistle - point to field location of off-side infraction [Note:  Make decision as to off-side position at instant of pass by offending player's colleague - OK for slight delay of flag to determine if player is really involved in play or if advantage has really been gained (infraction)]

3.  Ref is most likely to wave off flags when ball:

  • Goes directly to defending goalkeeper's possession
  • Goes to defender who controls and counter-attacks
Fouls - Free Kick Awards - Indicated by AR

1.  Determine if Ref needs assistance

2.  Flag straight up and "flick/wave" - wrist action

3.  If waved off - put flag down - smile - stay calm

4.  At whistle - point direction flag (Refs options:  a.  Indicate direction  b.  Other direction | "Direct eye contact"  You are telling the Ref only)

Fouls Near Goal - Referee Call or AR Opinion

1.  100% sure of direct/indirect and players intent

2.  If outside penalty area, or indirect kick within penalty area - eye contact - stay in line with spot of foul

3.  If inside penalty area and definitely direct kick - eye contact - walk to corner - if Referee awards penalty - go to proper position - no penalty is awarded - stay calm

4.  Ref calls - needs info on in or out of area - silent signal

Fouls Behind Ref's Back - Dissent with AR

1.  Talk to players near you as required (low key) to assist Ref in controlling improper behavior/dissent

2.  If severe fould play or player unresponsive - reflect flag to get Ref involved (admonition/caution/ejection)

3.  In an emergency, closest AR may have to come on field to distract fighting players until ref arrives or to cover the Ref's back if matter get out of hand - other AR records times / jersey colors & #s / who did what to whom / sequence of events

General

At end of each half, move quickley to Ref (nearest gathers ball)

Do not tolerate:

  • Delay of game / encroachment / dissent
  • Interference with Goalkeeper
  • Discussion of judgment calls
  • Minimum interpretation of Law as time permits is OK.  Players will test you!  They will press for any break or weakness and will do whatever you allow them to do!
